Challenge

Preparing and developing a business model for judicial costs that will limit the flow of lawsuits to the courts and which will contribute to raising the operational efficiency of the justice system. The initiative includes developing mechanisms, models and procedures related to paying litigation fees and managing them electronically, as well as preparing operational regulations and linking the Ministry with the relevant authorities from the public and private sectors.
One of the biggest challenges facing the work team was the adoption of the judicial costs system, as the team was forced to release the executive regulations for the system within 60 days, noting that according to the work plan, the regulations will be launched after 240 days.

Methodology

  • 1. Prepared a benchmark study to understand the judicial fees law.
  • 2. Developed 3 financial business models for judicial fees.
  • 3. Developed an operating model for a new department called judicial fees department.

Conclusion

Three financial models were developed based on the team’s financial analysis, benchmarking studies, and data analysis. Accordingly, an optimal financial model was chosen that suits the directions of the Ministry of Justice. In addition, we developed an operating model to support in creating the new department responsible for judicial fees.
